    2 Antique Liquor Bottle Cork Dispenser Filling Devices w/ Stems US Pat. 2469746. The different lenth stems are interchangeable.  Pressing the stem into the bottom of a shot glass opens the spring loaded valve, dispensing the liquor, then once the liqour reaches the top of the stem, you stop pressing, closing the valve, allowing for a uniform quantity every pour.
